Dave, thanks for that follow-up. I consider Ed Fishel's "Secret War" one of the main books of the CW intel bible. It never ceases to amaze me how much work must have gone into its preparation. Recently, I had the opportunity of "channeling" Ed by visiting his collection of research materials that, as you know, are currently held in the Special Collections section of Georgetown University Library. While there for several hours, I was able to "talk" to Ed by means of his many folders of material collected during decades of research.
Oddly enough, I was unable to find Ed's copies of the Hooker papers you mentioned. The collection is so sizable, I was not able to go through all the boxes. But the ones most likely to hold the Hooker papers did not have them. A mystery that may require future visits to the library to resolve.
