Walt, I hesitate even to suggest a possible approach, but note on the American Civil War Bugler site, there's a "pop quiz" to ask the bugler wanna-be. Would it help to offer the commander or senior staffer (C/S) a list of questions and proper or acceptable answers to ask of a CSO (signalman wanna-be), asking both for answers and for demonstration? And if he can't answer the basics, turn elsewhere. Seems to me we have some fine and dedicated tech specialists represented on this site, specialists who can develop the questions (or know who can't answer them and need tng or weeding out). Even if the proper answer were known ("open book test"), it would require that the CSO have something other than uniform and hutzpah. (On the other hand, I know that, on the CS side, at least, the EM in several cases cast doubt on the competence of their SigO's, who seemed to be held in regard by the Old Man, so the problem isn't new...it's an authentic recreation! A case in point would be Pvt R.E. Frayser, a local scout who was jumped to Captain and Jeb Stuart's CSO, with no training or experience with signaling--evidently a chance to reward him with a commission and fill a slot vacated by J.H. Stuart, KIA.)
