I find these downloadable shows, sometimes confusing. However, it may be due to what software you have selected (associated) to play a particular file. Even at work, with DSL, one selection opens Apple's Quick Time player, and it tries to play it, while it downloads it, but it just sits there, dumb, and doesn't launch a thing, with a broken Quick Time logo, when done. However, I found, if you right mouse click, and save the link, it save the file. Some shows end up on one sided mono, while I get warnings that some software may not play the .wav file correctly. Also, you click on the "MP3" link, a you received a .wav file. Rebuffer a downloaded file? Sounds odd. Have dial-up here, too. Assume you should be able to listen the streamed broadcast with something like (free) WinAmp. No need to rebuffer here. While I'm new to this web broadcast thing, I assume these shows are known as "On Demand" shows.
