I am not sure - although I have heard the term used in music to represent the bridge between verse and chorus in a song for example, although it is rarely used in rock - but you still hear the term used in instrumental music.

In radio, the term is used for people who can engineer the turnaround in a radio station's fortunes. So if your station is going downhill, you import somebody who can do a "turnaround" - mainly by a change of programming, or content, or logo, or whatever.

I once knew a guy who came in to "turnaround" a station - and on week one, inspected everything. Week two, he painted the inside of the building. Week three, the outside. Week four, he departed.

So it is not necessarily an exact science!
