It sounds to me as though it is Jimmy Jones's song "Good Timing" - except that "Good Timing" does not have the words "High Hopes" in it. It was a Number 1 hit in 1960 and is one of the earliest tracks to still hear played on oldies radio. Have a listen to it at at attached link, and see if it is anything like the song you remember.
