Bob: To my way of thinking, the only reason that NASA continues to spend billions upon billions of dollars on seemingly stupid experiments is because they can. NASA is largely a government works program that employs lots of people at very high salaries. If it was their bill money that was paying for crashing objects into the moon or seeing how monkeys react to being shot up into space or how mice copulate with zero gravity, you can best believe that the program would come to a halt rather quickly.
