The tune is called "Foot Tapper" - the group is as you rightly guessed The Shadows - and it reached Number 1 on March 30th 1963 in the UK - holding down the slot for one week before being replaced by Gerry & The Pacemakers. The tune was written by the lead guitarist Hank Marvin, and the rhythm guitarist Bruce Welch. The Shadows were the hottest instrumental act ever to come out of the UK - scoring 20 Top 20 hits, including five Number Ones as a solo act - plus countless other hits backing Cliff Richard - but in spite of being an EMI act (like the Beatles), they failed to make the US Hot 100 ever although one of their biggest hit, "Apache" charted in the US by Jorgen Ingman. Why no American hits? I blame Norrie Paramor, who produced them (and also Cliff's early stuff). The Ventures sounded earthy, but the Shadows sounded sort of clinically perfect. Now if only they had been introduced to George Martin!
