Jim, thanks! I probably mentioned this too early, not knowing what they were even talking about. I know they (the radio ad) were trying to gather support for "free" radio. I THINK this may be a related link. Not sure who Sound Exchange is, but it sounds like they are the ones selling this tax. (See link below)

I found this part interesting...
"...in other countries, a performance tax benefits the record producers much more than the artists."
