Subject: Radio and Community Service Broadcasts

Message Detail:
Since I scan the FM band early in the morning, I notice it's common to find these, what I call, community service broadcasts, typically on music stations. Topics vary from health to just about anything, typically early Sunday mornings, 4:00-6:00 AM.

My question: Why do they exist? Is this a FCC requirement? A way to generate income, since some are for product advertising? Ideal time to service radio transmitter?
