Okay, I don't know what happened in '59. However, I thought Payola was history, you know, behind us, until I discovered it's still active, just last year!
Universal Music was the worst, while Sony-BMG and EMI tagged behind! I think the worst penalty fine was in the millions. Happened in NY, from what I remember! CBS Broadcasting, was also being investigated. Takes two tango. Didn't follow-up on any of it.

But this '59 incident does sound interesting. Not much Billboard before 1955, at least Whitburn doesn't report it!
