Walt, The seller sent me a response which--no pun intended--sheds little light. He gives no dimensions. Describes the "handle" device as belt hook. Bottom unscrews to refill and contains wick. (No info on wick, whether tubular or flat.) Says he has no knowledge except what he was told by man he bought from. BUT...says it has written on the side "alcohol torch."
I realized after writing him that the white rectangle at upper right is evidently paper label, not opening.
None of this is informative enough to persuade me that this is war-related or to get me to gamble at the end of the year just to handle it. Your thoughts are about as good as I could offer. I'd imagine late 1800s or 1900-1920s, for whatever purpose. (Have seen alcohol burners for use by jewelers, doctors, etc., etc.)
