Dear Association Persons:
I'm attempting to answer my own inquiry on 10/5/2020.
It is looking more likely that there were no Signal Corps' personnel at Harper's Ferry. Rather, it is logical that after the bridge-burning raid earlier in 1862, B&O personnel manned a boat and pulled telegraph wire across the Potomac to link the wire again with the rail station in Harper's Ferry. This could clarify the idea that it was telegraphy that made the connection from Point of Rocks west and carried the alert about General Lee's forces entering Maryland.
