My understanding of the Army Medical Department role in the reporting of weather is that it was done because it was believed that weather is a factor in health and the outbreak of diseases--it wasn't really a thing field medical treatment facilities would put much effort into. A few years before the outbreak of the Civil war the chief surgeon of the U.S. Army Department of the Pacific solemnly reported to the Surgeon-General that insanity in California was prevalent because of the breezes blowing in from the Pacific Ocean!
