Tom, You may recall from Brown that Stuart himself once tried to get into the new field of signaling -- he appealed for transfer. Imagine that -- the beau ideal of hoss cavalry as OIC of flag wavers!

Jackson was hyper-sensitive to scty leaks (see in Lee's Lts his concern with camp-fire talk about intcptd msg and his launching an investigation using his CSO -- although Freeman's sources aren't clearly identified).

I've become convinced that both sides came to appreciate early on that signals intel was a subj to be avoided in writing. (Remember that, after Myer got canned, Nicodemus followed him -- Stanton singled out ref to exploitation of enemy signals as the latter's gaffe.) But it seems that even the cautionary regs have been suppressed. Was it oral instructions?

So I agree: tell us all copies were burned up, tell us there were no printed regs, tell us the entire bunch were so close-mouthed -- so oath-conscious -- that they never breathed a word. But there were exceptions, they do exist, and there will be more revealed when those attics and old chests are finally opened up.
