Jim, This is not in answer to your specific question, but may be of interest. My understanding is that the leg between Westminster and Baltimore was supplemented by a horse relay provided by the Adams Express Company. This was done because the train between these two points was not always running reliably. In addition, some of Meade's telegraph communications went through Frederick. They were relayed between Frederick and the Army of the Potomac by courier.
