The USMT was able to establish a strictly private line between Fortress Monroe and Washington City up the Delmarva Peninsular to Wilmington and then down along the rail roads of the Philadelphia, Wilmington and Baltimore and the B&O lines via a submarine telegraph cable which was successfully laid on the 19th of May 1862, across the Chesapeake Bay, from Cherry Stone to Back River in Virginia. The War Department was thus placed in telegraphic communication with Fortress Monroe and Gen. McClellan’s headquarters.

Milliken [sp?] Repeaters were used at the Wilmington, Delaware office if I recollect rightly. I forget the opr's name who was responsible for maintaining these instruments but could look it up for you if required.
