Subject: Baltimore - DC: USMT or WU?

Message Detail:
During the battle of Gettysburg, my info is that messages from Meade went by courier to Westminster and by train to Baltimore. From Baltimore they went by telegraph to DC and the War Department. Does anyone know if the Baltimore to DC telegraph in July 1863 would have been US Military Telegraph or Western Union or ? Thanks for any information.
