Dave,
I obtained the article by going into www.civilwarcourier.com and got to page 20 of the recent issue and printed it. There are some discrepancies in it, i.e., it states Myer "In 1850 , he devised a series of flag alphabetic communications. The system was immediately recognized as having wide use and advantage." I would be interested to hear your comments about Fishel's overal description of what he believed Norris to be and what he did.
