Remember, Eric, that Porter Alexander had an advantage over Myer: he was A WEST POINTER!!!!, his assignment with Myer was to effect RDT&E to satisfy a board chaired by Col. R.E. Lee that had been chartered by the AG, Samuel Cooper, and the end result was presented to Senator Jefferson Davis (a former SecWar). Former Asst Surgeon (Capt) Dr. Myer was best known as a politicker and wire puller who eschewed "channels" when they interferred with his objective. In the case of EPA and President Davis, they were "looking for" each other at the outset, while Myer was trying to get the attention of someone in Washington acquainted with his "secret" project. It must have been humiliating for Myer to have virtually witnessed his former colleague's accomplishment at Manassas...and then have to cite CSA legislation of 1862 in urging the US Congress to take similar action and establish a signal corps...which they did a year later...provisionally.
