Grayson, Please see my "Confederate Signal Stations on the Lower Potomac" in "Northern Neck of Virginia Historical Magazine," Dec 1995, and esp. the quote from Gen. Butler in fn. 20. You may want to search this forum for info on Coston signals (flares). I have info on a signal system devised for CS Fort Lowry (on Lowery's Point about six-seven miles below Tappahannock), using nautical-style signal flags hoisted on fixed poles, and keyed to a brief code. Similar system devised in Norfolk-Hampton Roads area and probably elsewhere around the Bay and coast. Since the steamboat traffic per se was greatly reduced by the war, you'll prob want to distinguish Union (navy, army, gunboats and transports) and friends as opposed to Confederate (coastal watchers, blockade runners, and raiders) and friends. The Zarvona incident of early war may be of passing interest as well.
