Thank you for the info Walt. My main objective here is to purchase a good period telescope that can serve double duty. I also do a Mexican War Topgraphic Engineer impression and I was looking for a circa 1848 spy glass which would also make it usable for the Civil War. Knowing this site to be a wealth of information on all manner of long range communication of the era I hoped (and was proven correct) that folks here could assist me in dating this item. Dave's reccomendation of someone to assist me on making repairs if they are needed (I'm still betting the guy just didn't know how to focus the thing correctly) was especially helpful as was your period info stressing the favoring of nautical glass over others. Either way you cut it, getting anything like this for $20 is a coup!
