Hey, great call, Ken! Same photo in Brown, facing p. 60, and dated OCT 61. It does indeed appear to be the EM crossed flags on his right sleeve.(Altho I suppose could be simply a finger of his left hand protruding above the sleeve of the folded right arm.) If so--and if the dating is correct--it would move back about six months the earliest evidence I've seen. Perhaps an original might be located and examined under enlargement. (As you note, all I get from original Brown is enlarged blur.)
This is also the picture with the elongated, rectagular(?) sig flag at right.
