Pete, in his dissertation, Paul Scheips seemed to believe that Myer was so wrapped up in his visual signal scheme that he gave little thought to telegraphy until it was "oops" time--an afterthought, and that he retrofitted his idea that Signal Officer of the Army included signals in whatever form. I wonder about that. Considering that his youghful involvement was as a telegrapher on the Bain system, it would be a little odd for him to forget that aspect. In any even, your quotation (date? addressee?) makes him bold in his charges, knowing that he was arguing against the SecWar and the rr/tel industries.
