Walt, I'd read that simply as signifying that he was, at that date, the newest arrival or appointee, junior to others of the same rank. Do you recall the date or source of the roster you ref? Woodley came into the ISC from Co. K, 9th Va Vols--inf, I presume--where he'd enlisted at 28 in Portsmouth, 20 Apr 61. I hold him as the 3rd 1st LT, meaning the junior one of the three at the time. (He was half bro of the W.C. Nash whose items have popped up on the 'Net for sale. They were both in 1st Co., ISC.) Post war dentist in Portsmouth or Norfolk, still living in 1902. Got into some interesting adventures in the ISC--can't remember whether I touched on him in article in "Signal Cipher." At one time he headed the ISC's corps of scouts, snooping and harrassing (aka "shootin' and scootin'") along James and Southside.
