I also have one of these with a watermark showing:

E PLURIBUS UNUM located over a shield.

I suspect that the Signal Corps had its own printing office in D.C. to make sure that the watermarks used could be kept secret.

As far as the people listed who worked for the Signal Corps, they were all listed under the heading: HELPER

They were all paid at the $35.00 per month rate based on how many days they actually worked. For example, one person lost 20 days and was paid $11.66.

At one time, I traced one of the names of the women as being the wife of a junior officer within a regiment that was stationed at Bridgeport, Alabama and then Cartersville, Georgia.
